Mr. CD pretty much stated the obvious: it really depends on the showrunner because Disney (the company) is not a single person in the same way Saban Entertainment and Saban Brands aren't.

The logical assumption was that Judd Lynn would continue to be the Showrunner since he finished off RPM but for all we know things might have fallen through and Disney would have hired another one of their writers whose resume includes direct to video Disney sequels and Episodes of Disney shows.

It's an interesting thought to bounce off of, how different would RPM be if it wasn't being made with the understanding that it was the final season? Guzelian himself said Disney told him to go ambitious and dark because he had nothing to lose. If Disney had RPM produced with the intention of further seasons RPM probably would not have the end of the world angle, Gem and Gemma as destructive child soldiers, multiple "character" deaths and Dr.K's backstory.
