Why was Angel Grove a British Coloney in the past?

In "Return Of The Green Ranger" the Rangers are teleported to 17th century Angel Grove. Where Angel Grove is a British Coloney. But Angel Grove is supposed to be in America. Where the Spanish would have owned the land. With no British Coloney near it.

So the question becomes how Angel Grove was under the control of the British? One old theory is that it wasn't really 17th Century Angel Grove. Just a recreation that the Wizard made using citizens of current Angel Grove as a template. But the Rangers themselves refer to being back in time. Its possible that Zordon used his contacts to make sure Angel Grove was set up as a secret coloney. Or perhaps the British Colonized California in the PRU.

Or maybe Angel Grove wasn't always in California.

Maybe the British landed and only the PRU knows it.

Or there can be more than one Angel Grove.
