not just the first half in fact most of the 1st season was boring other than the Green with Evil mini series, Tommy pointlessly losing his powers just to get them back a few eps later. What was the point?

No one named Hailey. She doesn't exist. However if you mean Hayley then no. That was never written in stone in fact what was planned was for her to be a lesbian. Disney didn't have an issue with it but they wanted a final musical performance by Emma.
