People like to ship Tommy and Haley. But I see no evidence to suggest that they were anything except friends. We never got anl romance between them. Tommy had more romantic momments with Elsa. And I don't think they were a couple. I still think Tommy marries Kat at some point, if not already.

I think people just feel they would make a good couple. Not really to do with anything the show made clear. I see no reason why Tommy and Kat isn't still canon. Nothing has ever been done to invalidate it.
