Specter shape shifted to Maligore's form to take advantage of hia reputation. He then captured and drained powerful enemies to become truely all powerful. He would have been unbeatable if he completed the drain of Zordon.

It does make you wonder if they ever worked together? I would think Specter would have thought of him as a threat. Since its not like he tried to rescue him.
