Well, I know there are already rumors spreading around about a new Rider apparently named DeSaint. While the idea of a new Rider is cool and all, here's my question.

Aside from appearance, what makes him different from the other two?

Decade specializes in the ability to transform into the nine Heisei Riders. Diend has the ability to summon any Rider and control them. What will DeSaint be able to do? What else is there other than transforming and summoning?

Maybe he could transform into another rider and summon other riders at the same time.

Or he can cancel the use of other riders powers from Decade and DiEnd.

Just maybe...

As far as I know the third Rider is Kamen Rider Chaos... Though I might be mistaken...

Generally, the first (title) Rider is good, the second is neutral and the third (if there is one) is evil.
No Movie/Special exclusive Rider is counted because they have insufficient history and most are evil.
Good Hesei Riders (besides title): Knight, Raia, Kaixa (Masato), Garren, All Hibiki Riders except Shuki, Drake, Gatack, Zeronos, Ixa (late)
Neutral Hesei Riders: G3, Gills, Another Agito, Zolda, Taiga, Gai, Imperer, Kaixa (Kiba), Delta, Chalice, Leangle (late), Shuki, Hoppers, TheBee, Sasword (early), Ixa (early) Saga, Diend
Evil Hesei Riders: Scissors, Ouja, Odin, Leangle (early), Sasword (late), Dark Kabuto.

I think that with Decade's Final Form ability to summon a Powered-Up Rider and do a Double-Final-Attack-Ride with them, anything that has to do with using other Riders would be a good option for a Third Rider.
Technically, there is one already, if you count Kuuga. I'd like to think that even if he doesn't henshin but once every three episodes, that he is the third teammate.
My pick for a NEW third rider would be Kivala and Natsumi forming a Kiva-esque rider.
