Does anyone have an idea when it takes place? I don't think it takes place between SPD and Timeforce. I am thinking it probably take place before SPD.

Truth is, I'm finding it difficult to really put it in the timeline.
For SPD to be how it was, as sophisticated as the buildings were, I don't think they could achieve that level of industrialisation within natural time due to them having to start from scratch after they divert and build outwards of the radius around Corith and beyond.
The only way they could achieve it within that time was if SPD itself was actually set within Corith, it was just renamed.
If they were to expand buildings outward, considering most of Earth is a wasteland in RPM, towns and cities wouldn't be that high tech as they were in SPD, the more towns and cities, the lower quality they'd be.
SPD was set in 2025 or 2050, can't remember the exact year. But it's probably around 50 years or less after Dino Thunder till SPD.
We don't know exactly when RPM is set, but apparently RPM is set in the future after this year, 2009, so that's going to cut off a significant amount of time off this 50 years, or perhaps it's cutting time off the 25 years, depending on what year SPD was set.
If people think SPD is going to rebuild cities to that level of technology after the post-apocolyptic mess of RPM, they'd got alot of faith in humanity.
Consider how long it's taken humanity to get where we are NOW.
With that said, I don't think we have enough information at the moment to make assumptions.

SPD takes place in 2025, However The reason why I think it could take place before hand as It looks more modern then the futuristic world SPD has shown. Although being near a wasteland of a planet could have an effect on it.

That would leave around 25 years for civilisation to start again and rebuild cities within only 25 years from stratch to the quality we see them in SPD.
The only way I can see it working is if Corith changed it's name.

Yeah I see my flaw, but it wouldn't be 25 years it would be 10 to 15

We were never told what year RPM took place. It could have taken place after the events of SPD or it could have taken place in a different timeline than SPD did. We just don't know the truth.

Considering the technology we have now, it would be pretty difficult to build something like the city in SPD in a post apocalyptic world. But what about alien technology. Isn't it possible that Earth could've received some sort of new technology in trades from planets like K0-35?

Thats true.But we know their are other cities with an equal level of modern tech.The episode were they went to neo tokyo and it looked like new tech city.So no not every city had awsome tech,but definatly more than one did.
