Putties are minions, not henchmen. The difference is the individual names for members.

I always classed them as both. As in an emperor has people below him, and anyone below him are his "hencemen". Then it goes the generals, advisors and then minions for example.
So Goldar and the putties are all hencemen to Rita/Zedd, but the putties also count as minions while Goldar is a general.
I'd also label Squatt and Baboo as minions too, since they don't really contribute anything important and are just there for day to day repeated tasks.
With that notion, I'd label putties as hencemen, minions and grunts.

Ha ha, design flaws. I've got a similar situation with my foot soldiers in PRTG! They are called gillapods, gelatin warriors who, when the button on the front of their chest is activated, they dissolve into a million little bubbles and are sent back into the sky.

Well when you say henchman, I pictured you posting Rito or Elgar.

Well technically, I'd label anything "under" the leader in command to be a hencemen.
The thing with Goldar, Rito or Elgar for example is that, because they are far more prominant and dominant in terms of command, dialogue, behaviour and power, they stand out much more than mindless grunts. So that might explain why putties or other goons are labelled as grunts while the generals are given the title of hencemen.
But really, I'd consider them all hencemen. If they follow the leaders' orders blindly, they're hencemen.
