Ok, it's been asked a few times "Why didn't the rangers call for Tor when fighting Rito and the four monsters?" and also "What could have happened to Tor?"
My theory is, Zordon was afraid that while fighting such powerful monsters, Tor could have been destroyed in the process as well. Let's not forget that Tor was the only zord capable of withstanding an attack from Serpentara and was also the only zord capable of draining its power. Zordon would have been wary that with the rangers powerless, Zedd and Rita could have attacked the Earth with Serpentara, and he did not want the Earth to be COMPLETELY defenceless.
Furthermore, I believe that IF the Ninja and/or Shogun zords were in peril from Serpentara or something else, Tor would have been waiting in the zord holding bay to be called upon. It just turned out that Tor wasn't needed...
Sound like a reasonable explanation?

There were lots of times Tor could have been used in season three. And Zeo. And... well, you see my point.
If Tor wasn't capable of stopping Rito and the monsters, then clearly they were more dangerous than Serpentera, and they should have used him. This just furthers my theory that Zordon was evil.

WHAT!?!?!?!? Why do you belive Zordon was evil?That to me is insane.He was THE definition of good and justice.

Finally! someone thinks like me!....... I always thought that zordon had an evil side.... things like that demonstrate it! or for example justin! instead of choosing someone capable of managing himself, he choses a kid to put another cocnern on the rangers, TO BABYSIT JUSTIN AND TAKE CARE OF HIM..... if saving the planet wasnīt enough.
I have a very extended lis of things make me thing that,I could do a thread abouth this jijiji.... I support you QUESTION.
Lets say zordon had fear that tor was destroyed,but if tor could drain serpenterras power and could beat him..... Destroying ritor should be very easy for him.
I didnīt see the sentais, But i think i once saw the thunder zord on top of thor, im not sure of this..... so they had the footage so dont think is a producer thing.

That's not being evil. That's called being chaotic, taking changes, probably suffers a mental condition such as Schizophrenia where he perceives reality on a completely different plane to everyone else, perhaps not really knowing what he was doing. Another example include promoting a ranger who was mostly always late, and sulking about loosing his powers, to leader.
It's not being evil, there is a clear distinction between 'evil' and all the characteristics I just mentioned.

I just assumed Tor was deemed inactive when the 3rd Season came around. He would no longer be compatible with the current zord system, so they didn't use him.

i feel like tor never really was needed after season 2, i mean they had titanus and i thought he was way better, plus why would they need him in pr zeo, pyramidas was way more powerful, besides i felt like when he combined with the thunder zords it was just dumb, i mean why did the tiger zord need to be inside him, he could be chillin out picking up girls while tor flatened a monster without him

Well, since Zordon was trapped in a Time Warp, in addition to his powers, I always assumed he could sense future events, and in order for greater events to occur in the future, he must make decisions which SEEM foolish to us humans with limited vision.

they did use titanus with both the ninja and shogun zords, and does anyone else feel like the super tiger megazord or whatever it was called was way better than the thunder ultra zord

Titanus should've been used in Season 2 insread of Tor, granted he wasn't a "Thunder Zord" he could've been modified to work with the Thunder Zords like he was with the Ninja and Shogun Zords
