Love him or hate him, Tommy is considered by much of the fandom as the greatest ranger. He has been 4 colors, came back to lead a teamup, and after 6 years returned to mentor a team. He is probably the most well known ranger, and is even known by non-Power Ranger fans.
So in Super Sentai, who is that character? Who is the one regarded as the greatest ranger, and is well known through and through even by Japanese non-Sentai fans?

Good thread! I think big one from jakq fills this position. He was overall the third leader to appear and the first non red ranger leader. His costume is primary white like tommys when he was the white ranger and leader. He also appear 23 years later in the gaoranger vs super sentai t lead the dream sentai.

I was kinda thinkin it was probably Big One, but I wasn't sure.

Why him? I hate it when people say him, the guy played two ranger roles. (I doubt most people know him outside of JAKQ, but he played AoRanger in Goranger). Other people have played two ranger roles and they don't get mentioned. I blame that horrid Goaranger VS Super Sentai for people thinking he's cool.
Me? I would say Sentai's Tommy isn't a ranger at all, but Machiko Soga. She was in five Super Sentai, played the lead villain in two, played a major villain in another, played a MotD in another and finally played a good character, the source of the rangers' powers in Magiranger.

I would think it would have to be a ranger...
I'm not well versed in SS history so I really don't have a place ,but I will throw in my two bits of Big One (sorry Ryoutarou)

Definitely gotta be Banba. As Big One, he was powered by the four power sources (Atomic, Electric, Magnetic, and Gravitational) of the others on the team, thus making him possibly the most powerful ranger in Sentai history, excluding AkaRed.
And Ryoutarou, I think this is referring to character, not actor.

So what makes Big One well known? I know he came back in GaoRanger vs SuperSentai, but what else? Has he been in any other teamups? Do people still talk about him today, like we talk about Tommy?

Tommy would be more respectable as a character if the Power Rangers series had to deal with him. As he was the chosen one to stop the destruction of the universe. Since that did not happen and has not happened, Tommy is just a spotlight Ranger.

Do people still talk about him today, like we talk about Tommy? That's the thing, people only think he's cool because of Gao VS SS. Where he actually acts sorta cool. If you ever get to watch JAKQ, you'll see just how much he ruined the show. It was a dramatic show with dark overtones and serious plots going, and then they toss in this character out of nowhere who just goofs up the entire series and throws off the chemistry of the four rangers.
If we're talking about characters, then Sentai probably doesn't have an equivalent to Tommy, characters I see thrown out there on the Japanese side of things as being the most popular are usually people like Gorou from JAKQ, Takeru from Maskman, Gai from Jetman and Ryou from Dairanger (though this has more with people thinking his actor was the last real action star of tokusatsu).

I'd definetly say noone.
All Super Sentai Heroes are different and special. They can't all be the same.
They didn't make the same mistake as they have in Power rangers.
The only one to return after a long silence was Red Falcon who lead all the Red heroes in Gao vs. Super Sentai. But that was a special movie, which had nothing to do with the series itself.

Thank you for giving props to her.As far as characters go,I would have to say Tsukumaro "Shirogane" Oogami.Much like Tommy,he had to deal with being evil, but Tsukumaros story went further in dealing with the aftermath.Tommy became part of the team and barly dealt with his evil past.Tsukumaro faced it all the time.It took him a long time to realize that he was part of the team and they forgave him of his past.Tsukumaro only started to forgive himself after destroying his past. That to me makes him stand out.

Tommy is indeed the greatest ranger for PR. As for Super Sentai, the best sentai warrior is Magi Shine (Hikaru-sensei/Tenkuu Seija Sungel) of Magiranger. He is a very powerful legendary warrior who is primed up to become the king of Magitopia. He also possesses the Sentai Spirit of Love, which is the greatest. Aside from that, he is the first sentai warrior who is also a teacher/mentor to his comrades.:)
