I think Darkonda had the best plan ever, except it backfired on him. The plan being destroying Dark Specter so he could take over. No bad guy has ever targeted the highest leader before. Not only was his plan great, but he did at least succeed in killing Dark Specter.
As for the most wanted ranger, I'd agree with Chriz that it's Tommy.

I've looked over it, and to be honest, Dark Specter's plan WAS the best.

Most wanted Ranger? Gotta agree with everyone else and say Tommy. Again I've looked over it all, and although other rangers were wanted, none were wanted quite as bad as Green MMPR.

This is a tough one, but just saying something: If the Overdrive team hadn't already been prone to give up, Thrax's plan could be considered right up there with the best as well. He united four factions, all main villains and united them against the rangers. When you think about it, that team was never specifically destroyed; only Thrax.

I really don't get the entire "Overdrive was Prone to give up" they never really got the chance to muster their own power as somone always swooped in to save their bacon.

See any season where our Rangers get beat. Heck rember Dark Wish? They gave up in that. If Ninja Storm swooped in and save their ass from the dark wish youd be moaning that "Mystic Force was prone to giving up"

Theirs a moment in every rangers carear when they loose hope. I mean really if you saw a dozen super villians decending on the universe killing all other rangers team woulnt you loose hope for a moment?

Now imagine if Time Force decided to step in at that moment when you lost your will to fight and did your job for you?

You made some very good points there. I was talking of the general opinion though, and it's kind of hard to disagree with that when at least two distinct occasions show the rangers giving up (save for Mack). But again, I really see your point :)

And does it put Thrax's plan up there with the best then? :p

I think, that Divatoks had a very good plan, because she get results. Of course, her plan was quickly made, and in some way it was luck and a chance(or accident for rangers…), but she used this chance and destroyed Command Centre. Diva didn’t enjoyed her victory because of Dark Specter call? But she had successes.
