In season 2, Zedd seemed obssessed with draining Tommy's powers. And even made plans to capture Tommy and brainwash him to be his heir. Why?

basically because he knew the Green Ranger powers were a weakness so he kept on trying to exploit them because he knew that as soon as his powers were fully exhausted the Rangers were at a disadvantage since they were down a zord.

Now as to your other point I don't remember Zedd ever caring enough about Tommy to make him a heir.

Actually, he is right. "In White Light part 1" Zordon mentions something about Tommy becoming his air. And soon after Tommy is teleported away in paid. It was a strange comment. But it seems like it was to create suspense and throw off Tommy as a White Ranger candidate. Since viewers would think he was captured by Zedd, when he was actually teleported away by Zordon.

Zedd also seemed to view the Green Ranger as one of Rita's biggest failures. Since she lost the powers to the Rangers. He wanted Tommy's powers to be gone to signify Rita's era was over.

Getting rid of Tommy brought the Ranger's power level down. It was smart strategy to get rid of Tommy first. Plus the Green Ranger powers seemed to come in handy.

That was a wierd scene. Zedd never mentioned this again.

Once Tommy became White Ranger he was out of Zedd's reach. Since the bad guys couldn't mesh with his powers.

Zedd was sadistic and wanted to hurt the Rangers in the worst way. Taking their comrad away from the team again would devastate the Rangers. Look how much trouble Jason had dealing with it.

Its not a surprise Zedd would want Tommy on his side, who wouldn't. Tommy would have never joined him willingly. Zedd was the ultimate evil and would have loved to break Tommy away from his friends. Especially Kimberly, since Zedd knew it would make her miserable.
