They weren't going to be regular members of the series. And there were no other turbo powers to give them.

If you notice Kimberly and Tommy don't really get time to interact on screen. Other than Tommy being concerned for her safety.

They weren't going to give Jason and Kim old powers. They wanted to sell the Turbo Toys.

I think it would have been cool if they had the Original Rangers team with the Zeo Rangers.

They didn't even give them costumes to fight the Rangers as evil slaves of Maligore. That would have been the perfect time to give them their powers back.

They could have added that the Dino Coins were found on Mauranthisis by Zordon. Making the source of their true powers being there. Zordon couldn't risk sending the Rangers there ,since their enemies could have followed to free Maligore.

Wow that would have been amazing Green Envy! It did seem odd that Ninjor would be the one with the Dino Powers since he was a Ninja.

I don't think it was ever a plan for them to have powers of any kind.

Kimberly should have been the Pink Ranger and fell in love with Tommy again. After the movie she could have retired her Dino Powers and replaced Kat as Turbo Pink. Since she was the original and knew Kat was up to no good.
