Did Rocky know they were getting new powers?

So Rocky gets injured, the others get called to the Power Chamber. A bunch of stuff happens and the others get new powers. Based on "Shift Into Turbo" it seems Rocky didn't learn about Divatox until later. So was Rocky send Justin to take his place as Zeo Ranger III?

I don't believe Rocky was told of anything except for someone telling him that they needed the full team.
